To me it just indicates that he and his staff don't know what they're doing, either in the policy or in the way they speak to the public.
Plus I saw the "What is a cowboy?" commercial that he produced, and burst out laughing. If GWB had mucked such a load of rosy horseshit, the Dems would still be laughing.
