Just a small correction to the article:
Fear of flooding is ingrained in the country's collective consciousness by its water-drenched history.
"Awareness of flooding is ingrained in the country's collective consciousness by its water-drenched history."
There, much better. We're not afraid of flooding. We just know it happens so we're aware and we act to prevent or alleviate.
